CCC order cost calculated incorrectly when CopyrightCourseStudents is "Ares Students"

When the CopyrightCourseStudents customization key is set to "Ares Students," whenever a CCC order is estimated, the estimated cost will be based on the correct number of students but when the order is submitted, the value in the CopyrightDefaultStudents customization key will be used to calculate the cost instead.
