  4. The dropdown menus in the custom search query builders do not include all possible options.

    Modify the way the custom search dropdowns for PhotoduplicationStatus and TransactionStatus are built to include all custom queues, even if they haven't been used yet.

    It might also make sense to add dropdowns for selecting tracking status values.
