Re-design how RUSH requests are auto-routed and assign service level
Lending to Rush University (Docline symbol ILURUS/OCLC symbol IDL) and every request comes into the Awaiting RUSH Request Processing queue inaccurately assigning a service level to Docline tickets that don't have that service level. Ticket 5397

I agree- in much older versions of ILLIad the address field for Rush University was excluded from the list of fields that would trigger a Rush status on a request. That seems to have gotten lost some versions back. Hope IDL isn't paying more for their Borrowing requests as a result!:) . Also:Once an item is in the Rush status, it can't be routed normally (COO has multiple sections to our ILLIad: we receive all requests in 1 and route to the 2 others as needed- Rushes received for the other 2 sections must be searched, routed to Awaiting Lending Request Processing , re-discovered and routed from there.
