Allow for custom workflows in reporting
Some institutions have custom workflows that cause ILLiad custom reports not to work properly for statistics. Ticket #7411 requests that we find a way to accommodate requests not going through "Request in Processing" on the lending side.

I think allowing for custom work flows on all sides would be greatly appreciated, especially as the work flows become more and more unmediated. Perhaps making the middle steps optional or not required would help?
