Improve user experience on first create a group in Groups Maintenance
When no groups exist, the Groups Maintenance interface has no active options.

Users must start typing in a group name in order to activate the options in the ribbon. This functionality is not very intuitive; it is different than the functionality experienced after the groups have been added; it is also different from the way that similar functionality is designed in other parts of the product.
Having all ribbon options active prior to adding a group would provide a more intuitive experience for the user.
