Include $0 charges for EFTS libraries in Billing Manager EFTS file for Upload to MLA EFTS
From user: New EFTS system automatically uploads all completed transactions into our account with our base fee but we can override with our own file. Currently ILLiad does not include $0 charges in the file for upload.

This would allow us to easily override the billing amount for libraries with whom we have a reciprocal agreement. Otherwise, we will have to change the billing amount on the MLA EFTS site one transaction at a time unless MLA EFTS can create an enhancement that allows us to mass edit the charges on a group of transactions. (for example: mass edit a group of transactions by LIBID)
