Add better logout handling for PortalGuard (and possibly Azure AD) for the SAML module

Add better logout handling for PortalGuard (and possibly Azure AD) for the SAML module. Some IdPs require a SAML Logout message to be encoded as a query parameter in order for a request to their logout URL to actually be processed.
