Allow API to update existing users

Correction: The API supports creating users but not updating existing users. We are reviewing this request.

We are beginning to use the ILLiad API to create requests and users from our local catalog, and it is important for us to be able to update users as well. We often see changes to status (e.g., student becomes staff), preferred names, and other information. While we can make these updates using Shibboleth, we cannot do them if we bypass the Tripsaver login completely.

This would be very helpful and eliminate the need for custom scripts.

Another +1 for this. This is the only thing keeping us from replacing all our custom local database queries with API calls. We need to periodically update email and delivery addresses.
