I've made a workaround for this (complete with a confirmation pop-up for in-library use only items whenever they're checked in the normal way!) that I don't mind sharing, but I definitely agree that this option should come standard. Editing WebCirc in this way is messy.

I've actually made an addon that does this through the Web Platform API--mass mailing that can send notifications tied to users instead of a transaction (it can send transaction notifications as well). It uses matchstrings similar to the ones used for routing rules to build the recipient list.
