Limit Cloning in webpages by status
We want to be able to make the action “Clone” ONLY allowed for Completed Requests. We want to remove it from Checked out Items, Outstanding Items, Cancelled Items, and Delivered PDFs.

This is important to me. I don't think delivered PDFs should be cloned, but rather patrons should contact for a resend if necessary. I think cancelled requests should be re-submitted, not cloned, so any notes and history will be available. Since we have a rule to put duplicates in a separate queue, cloning an outstanding request would waste time verifying the current status and cancelling the duplicate request.
Unfortunately commenting clone out from where I don't want it removes it as an option for Completed Requests where I'd like it to be an available Action.
