Ability to save billing information without yet generating the invoice
"Would like to be able to save pricing/order information without generating an invoice. OR without having the information be available to the patron.
We need a DRAFT mode so we can leave an incomplete invoice without exposing it to patron and to move status."
"We would like to save work on an in-progress order (adding services, and descriptions). Currently, we can only save our work on an order by pushing the GENERATE INVOICE (aka, share the invoice with the patron) button.
Cautions: If you ""generate"" an invoice, it triggers a status change; if someone leaves an unfinihsed order, we would need to make sure that ""saved"" partial invoices do not get routed from the ""under review"" area."

At our site (The Bancroft Library) we have multiple staff members that work on duplication and permission services. We currently have to write notes to each other in the staff notes field about how much we need to charge for the different services, and then the final staff member that touches the request has to put all of that information into the billing tab and generate the invoice.
If we could have the ability for each staff member to fill out their section of the billing table and save it, then the next staff member could fill out their portion, etc. until it is ready to be generated and sent along to the patron.

For example, sites say they would like for staff to be able to add additional fees (such as labor fees or use fees) to an Aeon estimate for the user to approve before doing the work and then generating a final invoice.
Currently, staff can make changes to the auto-generated estimate but unless they actually generate an invoice, those estimate changes are deleted when the transaction record is closed.

I don't fully understand what is being asked for here. Can't any new services be added using the Configuration Manager? Is it really an interim step that's being requested, rather than additional services? Like an "approve" step? If so, I'm not sure I understand why that is necessary.
