Idea: Associate site with customized email templates (a new field?).

This will make things much easier when configuring site specific email templates. And hopefully, this could also enable us to short the email list dropdown in the Aeon desktop client by hiding other sites' templates.
Most of the time, we need customized email templates due to each site has its own policies and processes. We hesitate to create more customized email templates since we find it is hard to squeeze different sites' wishes into one template and we don't want the email dropdown in the desktop client getting too long.
